Bolm Riverfront District redevelopment advances along Colorado River in East Austin

The Bolm Riverfront District, a mixed-use redevelopment project led by Kairoi Residential, is moving forward along the Colorado River in East Austin as of Apr. 1. The development covers 115 acres near US 183 and aims to transform former industrial land into a residential area with public amenities and improved connectivity.

The project is significant for East Austin because it will replace heavy industrial operations with housing, recreational spaces, and riverfront access intended to benefit both residents and the wider community. It also plans to introduce Capital Metro service to an area previously without transit options.

Pape-Dawson’s Austin team is providing civil engineering services for the district, including floodplain modeling, environmental code analysis, utility infrastructure redesign, and transportation planning. The firm is addressing complex challenges such as hydrologic modeling requirements due to the site’s location downstream of Longhorn Dam and regulatory compliance for wetlands classified as Critical Environmental Features.

According to project details, planned features include multifamily housing on both Bolm West (71 acres) and Bolm East (44 acres), food and beverage establishments, mixed-use spaces on the West site, hike-and-bike trails along the river, community gathering areas, and enhanced access to US 183. There are currently three active permits with the City of Austin reflecting ongoing regulatory coordination required for progress.
