Governor Greg Abbott has named Cliff Todd as president of the Sabine River Authority Board of Directors. In addition, Abbott reappointed Richard “Blair” Abney, Joshua A. “Josh” McAdams, and Kevin M. Williams to the board for terms that will be determined according to state law. The Sabine River Authority is responsible for managing and distributing water resources from the Sabine River and its tributaries.
Cliff Todd is based in Long Branch, where he manages farm and ranch operations in Panola County and serves as Executive Vice President at Topcat Companies in Longview. He is involved with the Society of Petroleum Engineers and sits on the board of UT Health Carthage. Todd also acts as a commissioner for the Panola County Emergency Services District, has participated in Rotary Clubs in Austin and Carthage, and is active at Central Baptist Church of Carthage as both a deacon and Sunday school teacher. He holds a Bachelor of Science in Agriculture from Stephen F. Austin State University.
Richard “Blair” Abney resides in Marshall and owns Abney Valuation Group, PLLC. He belongs to the Appraisal Institute and serves on its National Government Relations Committee. Abney contributes as an investment committee member for Court Appointment Special Advocates (CASA) Tri-County Board, serves on the Pelz Family Foundation board, and volunteers at First Methodist Church – Marshall. His academic background includes a Bachelor of Business Administration in Accounting from Baylor University.
Joshua A. “Josh” McAdams lives in Center where he owns Midstream Transportation and works as vice president at McAdams Propane Company. He is currently president-elect of the Texas Propane Gas Association, a member of the National Propane Gas Association, president of Shelby County Children’s Advocacy Center, participates with Shelby County Cookers, and helps organize Houston Livestock Show & Rodeo’s Area Go Texan Committee events. McAdams earned his Bachelor’s degree in management from Texas A&M University.
Kevin M. Williams operates Cypress Bayou Industrial out of Orange. He sits on First Financial Bank’s board, is involved with Rotary District activities and Associated Builders & Contractors groups, attends Faith United Methodist Church, and takes part in Krewe De Bon Amis events. Williams graduated with a Bachelor’s degree in economics from Texas A&M University.
