Governor Greg Abbott has appointed Stacy Hightower and reappointed Donald “Donnie” Lewis, Donna Montemayor, and Richard “Rick” Tisch to the Texas State Board of Pharmacy. Their terms will expire on August 31, 2031. The board is responsible for ensuring quality pharmaceutical care in Texas and regulating pharmacy practice with high standards of ethics, accountability, efficiency, effectiveness, and openness.
Stacy Hightower from Aubrey is a certified pharmacy technician working at Las Colinas Pharmacy, Compounding, and Wellness in Irving. She serves on the Alliance for Pharmacy Compounding Board of Directors and is a member of both the Pharmacy Technician Certification Board and the National Pharmacy Technician Association. Hightower also volunteers with Irving Cares and Habitat for Humanity. She studied at Angelo State University.
Donald “Donnie” Lewis from Athens is a pharmacist who owns Lewis Pharmacy Consultants. With over four decades of experience in hospital and community pharmacy, he has owned two pharmacies. He also operates a wedding and event venue and holds a real estate license. Lewis previously served as an Athens City Council member and Mayor Pro-Tem. He sits on The University of Texas Health East Texas Board of Managers in Athens and has volunteered for projects such as the Pendulum Project Culinary Program. He has coordinated pharmacy services for medical missions to Africa, Peru, and Ecuador. Lewis earned his Bachelor of Science in Pharmacy from the University of Houston College of Pharmacy.
Donna Montemayor from San Antonio is vice president of Pharmacy Professional Services, Marketing, Technology, and New Business at HEB. She is involved with several professional organizations including the Texas Pharmacy Association, Bexar County Pharmacy Association, Texas Pharmacy Foundation Board, American Pharmacists Association, National Association of Boards of Pharmacy, and serves as vice president on the Texas State Board of Pharmacy. Montemayor also participates in academic roles at UT College of Pharmacy as a council member, secretary for its alumni association, faculty practitioner, residency preceptor for the UT/HEB Community Residency program; she chairs the Providence Catholic School Board as well. She graduated with honors from UT Austin with a Bachelor’s degree in pharmacy.
Richard “Rick” Tisch from Spring is regional vice president at HSA Bank. He belongs to the Southwest Business Association and has coached Special Olympics teams in the past. Tisch was previously appointed by the governor to serve on the Texas Council for Developmental Disabilities. He received his Bachelor’s degree in business administration with concentrations in management and marketing from UT Austin.
“The board fosters the provision of quality pharmaceutical care to the citizens of Texas and regulates the practice of pharmacy in accordance with the highest standards of ethics, accountability, efficiency, effectiveness, and openness,” according to Governor Abbott’s office.
