Governor Greg Abbott has named Lemuel Williams, Jr. as chair of the Texas State Affordable Housing Corporation Board of Directors. David Lewis has been appointed and Valerie Vargas Cardenas reappointed to the board, with terms set to expire on February 1, 2031. The board is responsible for overseeing affordable housing initiatives for low-income residents in Texas.
Lemuel Williams, Jr., based in Austin, is currently the senior director of technology alliances at Atos IT Solutions and Services, Inc. He also serves as vice-chair of Amplify Credit Union’s Board of Directors and chairs its loan committee. His previous roles include serving on the executive board of the Future Forum at the LBJ Presidential Library and as an appointee to the City of Austin Technology and Telecommunications Commission. Williams holds a Bachelor of Arts in Geography and Information Systems from The University of Texas at Austin.
David Lewis, also from Austin, leads Montlake Capital Management, LLC as president and managing member. He has served as director and president of the Chartered Financial Analysts (CFA) Society of Dallas–Fort Worth and held leadership positions with the Seattle CFA Society. Currently, he represents the Central and Southwest U.S. Region on the CFA Institute President’s Council and acts as advocacy chair for CFA Societies Texas. Lewis earned his Bachelor’s degree in Finance from UT Austin and an MBA from Southern Methodist University.
Valerie Vargas Cardenas from San Juan is executive vice president for Mortgage Banking operations at Texas National Bank. She chairs San Juan’s Planning and Zoning Commission and participates in both Hidalgo County Prosperity Task Force Housing Committee and local real estate associations. Cardenas graduated with a Bachelor’s degree in Marketing from St. Edward’s University.
The appointments were made by Governor Abbott, who leads the executive office for Texas state government with a focus on economic development, education enhancement, border security efforts, job growth, innovation, individual liberties protection, parental empowerment in schooling, and statewide service delivery according to information available on the official website. Governor Abbott was elected in 2014 and maintains primary offices in Austin at the State Insurance Building.
