Governor Greg Abbott has appointed Tina Polin and Andrew Keefer, and reappointed Joe Canales, Roberto De Leon, and Derek Delgado to the One-Call Board of Texas. The terms for Polin, Canales, De Leon, and Delgado will expire on August 31, 2028. Keefer’s term will expire on August 31, 2027. The board oversees “Call Before You Dig” systems that alert underground facility operators before excavation projects so pipelines and utility lines can be marked to prevent accidents.

Tina Polin from San Antonio works as a charitable donor advisor at the Oblate School of Theology. She is a member of the Association of Fundraising Professionals and serves on the Title 1 Committee for Valor Charter School. Polin earned a Bachelor of Science in Communication Studies from The University of Texas at Austin.

Joe Canales from Frisco is the senior director of construction at Spectrum. He has previously served on the Time Warner Cable Diversity Council and remains active with the Society of Cable Telecommunications Engineers. Canales retired after serving 22 years in the United States Army Reserve.

Roberto De Leon from Corpus Christi is director of region distribution operations for AEP Texas. He holds a Bachelor of Business Administration from Texas A&M University Corpus Christi and completed leadership programs with AEP/Ohio State University and Leadership Corpus Christi.

Derek Delgado from Lubbock is public information officer for Lubbock Fire Rescue. Previously, he was a firefighter with Pasadena Fire Department. Delgado also serves as public affairs chair for Texas South Plains Honor Flight. He earned his Bachelor of Science from The University of Houston—Clear Lake where he was student regent, as well as an MBA from Louisiana State University—Shreveport.

Andrew Elijah Keefer from Austin is regulatory affairs administrator for Denton Municipal Electric/City of Denton. He is a voting member on several industry committees including those with the Electric Reliability Council of Texas and Texas Public Power Association, as well as being involved with American Public Power Association and Gulf Coast Power Association. Keefer received his Bachelor of Liberal Arts in Latin American Economics from UT Austin.

Since his election in 2014 Greg Abbott has led this office which operates statewide across Texas delivering services out of its primary offices in Austin at the State Insurance Building . Under Abbott’s leadership Texas has seen growth in jobs and record employment levels . In addition to these accomplishments Abbott was named among TIME’s 100 Most Influential People in 2024.
