Governor Greg Abbott has appointed Martin Garza and reappointed Faith Johnson and Sichan Siv to the Texas Board of Criminal Justice, with terms ending on February 1, 2031. The Board is responsible for overseeing the confinement, supervision, rehabilitation, and reintegration of convicted felons in Texas.

Martin Garza, from Mission, is retired and previously served as chief of police and city manager for the City of Mission. He was also city manager for Weslaco and chief of staff for Hidalgo County Precinct 3. Garza chairs the Mission Redevelopment Authority/Tax Increment Reinvestment Zone No. 1. He holds an associate degree in Law Enforcement from Laredo College and a bachelor’s degree in Police Administration from The University of Texas Rio Grande Valley.

Faith Johnson, based in Dallas, serves as senior judge of the 363rd Judicial District Court. She is affiliated with several legal organizations including the State Bar of Texas and Dallas Bar Association. Johnson is also involved with The Potter’s House of Dallas, Inc., Women’s Leadership Summit, and Delta Sigma Theta Sorority, Inc. She earned a Bachelor of Arts in Psychology and a Master of Education in Community Counseling from Georgia State University and a Juris Doctor from Texas Southern University Thurgood Marshall School of Law.

Sichan Siv from San Antonio is a former United States Ambassador to the United Nations and an author. His previous roles include Deputy Assistant to the President and Deputy Assistant Secretary of State. Siv serves as Lieutenant Colonel in the Civil Air Patrol, trustee at both the San Antonio Museum of Art and World Affairs Council, and deacon at First Presbyterian Church San Antonio. He received a Master of International Affairs from Columbia University.

Governor Abbott was first elected to lead this office in 2014 according to official records, which also note that he has been recognized among TIME’s 100 Most Influential People in 2024 as reported by the governor’s office. Under his leadership, Texas has seen significant job growth and record employment levels according to state data, while providing services statewide across Texas.
