Governor Greg Abbott has announced the reappointment of three members to the Lower Neches Valley Authority (LNVA) Board of Directors. James M. Scott will continue serving on the board with a term ending July 28, 2027. Steven R. “Steve” Lucas and Charles “Caleb” Spurlock, D.D.S., have also been reappointed, with their terms set to expire on July 28, 2029. In addition to his reappointment, Spurlock has been named president of LNVA.
The LNVA is responsible for managing and utilizing the waters of the Neches River and its tributaries, including storm and flood waters. Its functions include storing, controlling, conserving, and distributing these waters for purposes such as irrigation, domestic use, industrial activities, municipal needs, and hydroelectric power generation. The authority may also participate in economic development programs within its service area to support local economic growth.
James M. Scott is based in Beaumont and serves as President Construction and Development at Trans-Global Solutions, Inc. He previously chaired the Jefferson and Orange County Board of Pilot Commissioners and currently chairs the Baytown Chamber of Commerce. Scott is involved with several professional associations related to railway engineering and construction. He holds a Bachelor of Business Administration from Southern Methodist University.
Steven R. “Steve” Lucas is executive vice president and regional president at Stellar Bank in Beaumont. His community involvement includes previous roles with organizations such as the Rotary Club of Beaumont, United Way of Beaumont, Wesley United Methodist Church, Beaumont Public Schools Foundation Board of Directors, and volunteer work with Beaumont Independent School District partnerships. Lucas earned his Bachelor of Business Administration from Lamar University.
Charles “Caleb” Spurlock operates a dental practice in Woodville as owner of C. Caleb Spurlock DDS PLLC. He participates in several dental associations at national and state levels as well as local civic organizations like the Woodville Lions Club; he has also served on Woodville’s city council in the past. Spurlock attended Texas A&M University and Lamar University before earning his Doctor of Dental Surgery degree from The University of Texas School of Dentistry at Houston.
