Governor Greg Abbott has amended and renewed the disaster proclamation for several Texas counties affected by heavy rainfall and flooding that began on July 2, 2025. The original proclamation was issued on July 4, 2025, and has since been updated in response to ongoing severe property damage, injuries, and loss of life.
The renewed disaster declaration covers Bandera, Bexar, Burnet, Caldwell, Coke, Comal, Concho, Edwards, Gillespie, Guadalupe, Hamilton, Kendall, Kerr, Kimble, Kinney, Lampasas, Llano, Mason, Maverick, McCulloch, Menard, Real, Reeves, San Saba, Schleicher, Sutton, Tom Green, Travis, Uvalde and Williamson Counties.
Governor Abbott stated: “WHEREAS I…issued a disaster proclamation on July 4th…certifying that the heavy rainfall and flooding event that began on July 2nd…caused widespread and severe property damage injury or loss of life in several counties.”
The governor invoked his authority under Section 418.014 of the Texas Government Code to amend and renew the proclamation. He authorized all available state government resources and those of political subdivisions as necessary to address the disaster.
Abbott further announced: “Pursuant to Section 418.017 of the Texas Government Code I authorize the use of all available resources of state government and of political subdivisions that are reasonably necessary to cope with this disaster.”
Additionally: “Pursuant to Section 418.016…any regulatory statute prescribing procedures for conduct of state business or any order or rule…that would in any way prevent hinder or delay necessary action in coping with this disaster shall be suspended upon written approval of the Office of the Governor.” Statutes regarding transfer of bodies to families have also been suspended during this period.
The order allows for suspension of certain contracting or procurement rules if they impede emergency response efforts required to protect life or property during this declared disaster.
“In accordance with statutory requirements copies of this proclamation shall be filed with applicable authorities,” Abbott concluded.
Secretary of State Jane Nelson attested to the proclamation signed in Austin on January 17th.
