Texas Department of Housing opens two affordable housing sites in Fort Worth and Dallas

The Texas Department of Housing and Community Affairs (TDHCA) marked the beginning of 2026 with the grand opening of two affordable housing developments in Fort Worth and Dallas. Thrive on Crawford, a 67-unit property in Fort Worth, is collaborating with JPS Health Network to provide residents with direct access to healthcare services. In Dallas, April Housing has reopened West Virginia Park, a rehabilitated complex offering 204 units of affordable housing.

Thrive on Crawford is located at 1310 Crawford Street and serves households earning between 30% and 60% of the Area Median Income. The property includes one-, two-, and three-bedroom units. Amenities feature a business center, clubhouse, lounge area, and an outdoor playground. The development received a 2021 9% Housing Tax Credit (HTC) valued at $1.7 million over ten years, additional supplemental HTC funds in 2023, and a $1.8 million Multifamily Direct Loan in the same year.

West Virginia Park can be found at 8004 West Virginia Drive in southwest Dallas near Southwest Center Mall as well as other amenities such as grocery stores, restaurants, and a public library. Originally constructed in 2004, the complex underwent extensive renovations including new kitchens and bathrooms, upgraded outdoor play areas, and rooftop solar panels to reduce electricity costs for residents and provide backup power during outages caused by severe weather. The property received a 2024 4% HTC allocation worth $1.87 million over ten years.
