Cassie Brown, the Texas Insurance Commissioner, will retire on February 2, 2026, after more than four years leading the Texas Department of Insurance (TDI). Appointed by Governor Greg Abbott, Brown has overseen regulation of the state’s $293 billion insurance market, which is the second largest in the United States. The department regulates over 3,400 companies and licenses more than 875,000 agents and adjusters.
Governor Abbott commented on her service: “Commissioner Brown’s more than 20 years in public service embody what it means to be a Texan. Under her leadership at the Texas Department of Insurance, Texas maintained the second-largest insurance market in the nation and ensured the insurance market best served hardworking Texans. I thank her for her dedication to our state, and I wish her the best in her next chapter.”
Brown’s tenure included efforts to keep the marketplace competitive while also protecting consumers through proactive strategies that aimed to reduce risks related to company insolvencies. She placed emphasis on consumer education regarding coverage options, claim filing processes, and fraud prevention.
Brown stated: “I leave knowing that TDI can be counted on to protect consumers, maintain a competitive insurance market to provide consumers with a choice in the company they use and insurance products they purchase, and provide industry with a stable regulatory environment that welcomes new business and innovation to the state.”
She also led initiatives focused on saving consumers money through rate reviews, resolving complaints from policyholders, securing restitution for victims of fraud, and deploying staff to disaster areas across Texas to assist residents directly with their insurance concerns.
Prior to serving as commissioner of TDI, Brown was appointed by Governor Abbott as commissioner of Workers’ Compensation.
