Texas law requires insurers to explain auto and home policy denials in writing

A new law in Texas will require insurance companies to provide written explanations when they decline, cancel, or do not renew auto or home insurance policies. The legislation, known as HB 2067, applies to company decisions made after January 1, 2026.

The measure is intended to help homeowners and drivers understand the reasons behind these decisions so they can address any issues. For example, if a homeowner’s policy is not renewed due to unrepaired damage, knowing this allows the homeowner to make necessary repairs and potentially keep their coverage. Similarly, auto policyholders who have had multiple accidents or have driven recklessly may face nonrenewal; being informed of this can encourage safer driving.

Later in the year, insurance companies will begin submitting summary reports to the Texas Department of Insurance (TDI) detailing why policies were declined, canceled, or not renewed. TDI plans to aggregate this information and make it available online.

Consumers who do not receive a written explanation from their insurer can file a complaint with TDI. Questions about insurance can be directed to the TDI Help Line at 800-252-3439 or through their website at www.tdi.texas.gov.
